As a licensed General Building Contractor in the state of California, I run into some poorly built stairways, every once in a while.  They stairways can create safety hazards for anyone using them.

If you're building a new stairway, you will probably need a building permit, in most cities.  However, if you're replacing a stairway, you might not need one, but it wouldn't be a bad idea to check with your local Building and Safety Department, before starting the project.

Let me get right to the point, the last thing you want to have happen to you is build a stairway that creates a safety problem or needs to be removed and rebuilt, because it wasn’t built correctly. Your local building and safety department could have the answers you're looking for.

Simple And Easy - As you can see this book has plenty of pictures and Easy To Follow Instructions. If you want to build a set of stairs using angle brackets, this is the book for you.
