You can
use a wrench to tighten the lag screws or a socket and
ratcheting device, like the picture above. Make sure
that each one of these screws is tight, but don't over
tighten them.
If you
apply too much pressure, while tightening these bolts, the
head could break off, creating problems and more work.
The
finished bracket should look something like this.

After
attaching the right stringer, you can attach the left one.
Don't forget, this is only a sample stairway that's 2 feet
wide. The minimum width for most stairways is 36
inches. Check with your local Building and Safety
Department for more information.
As a
licensed General Building Contractor in the state of
California, I run into some poorly built stairways, every
once in a while. They stairways can create safety
hazards for anyone using them.
If you're
building a new stairway, you will probably need a building
permit, in most cities. However, if you're replacing a
stairway, you might not need one, but it wouldn't be a bad
idea to check with your local Building and Safety
Department, before starting the project.
Let me
get right to the point, the last thing you want to have
happen to you is build a stairway that creates a safety
problem or needs to be removed and rebuilt, because it
wasn’t built correctly. Your local building and safety
department could have the answers you're looking for.
